Major Change in 2006

Nixmary Brown was allegedly killed by her stepfather on January 11, 2006. Right after, there was a great increase in foster care placements.
  • In January 2006 there were 743 children placed in foster care city-wide as compared to 387 children in January 2005. There was a 90% increase in foster care placements in January 2006.

  • In February 2006 there were 751 children placed in foster care city-wide as compared to 380 placed in February 2005. There was a 96% increase in February, 2006.

  • 2,195 children were placed in foster care between January – October, 2006, an increase of 55% compared to the same period last year.

  • 80,000 children received preventive services during the first 11 months of the year, an increase of 23 % as compared to the same period last year.

Current Foster Care Population:

  • As of May 2009, there are 16,699 children in the foster care system.

  • Each month, about 600 children are admitted into the foster care system.

  • Most children enter the foster care system due to neglect. In fact, 71% of the children placed in foster care are because of neglect.
  • Neglect includes, general neglect, educational neglect and medical neglect. Neglect occurs when the parent or legal guardian fails to provide essential resources for their child's needs. This may include not providing the child food, clothing and shelter, not seeing the doctor when the child is sick, not providing appropriate schooling or leaving you child alone at home.   • Bronx has the largest foster care population, while Staten Island has the largest growing population.


  • Blacks and Latino consist of 84% of the foster care population.
